General information on how to write a bill for your legislature

 

This page is showing how one would proceed in writing a bill for their local or state legislature.  The bill they refer to is 'The Ryan Armstrong Law'  This page is written by his father who authored the law and got it passed.

As far as writing the language of the bill, the general assembly has all of the resources and the ASPCA also wrote some of the language. It's a pretty complex system, a lot of people get involved including the state attorney. Because they need to be able to prosecute these cases, if and when they come before a judge.

Pending on what level you want to lobby for, state federal etc. With my sons law I lobbied my state rep, then the PTA local which in turn went to the state level, and then was also forwarded to the federal PTA (Parent Teacher Association) then my senator and last but not least the Governor of Illinois. The trick is  "do not give up" and do not take no for an answer....you can beat city hall. With the right attitude and desire!

I lobby and help people across the county, just recently in a small town in Indiana. Lake station contacted me through another source and the city was proposing a breed ban. So I gave them some good info to fight the ban. They have succeeded and the city is revising the ban. They are not out of the woods yet, but at least they have been heard.

THE HONORABLE PETER N. SILVESTRI, COUNTY COMMISSIONER

AN AMENDMENT REGARDING VICIOUS AND DANGEROUS DOGS

TO THE COOK COUNTY ANIMAL CONTROL ORDINANCE


WHEREAS, House Bill 184, “An Act Regarding Vicious Dogs”, sponsored by State Representative Angelo “Skip” Saviano was recently approved by the Illinois State Legislature and signed into law by Governor Rod Blagojevich on Tuesday, August 19th, 2003 in unincorporated Leyden Township; and

 WHEREAS, House Bill 184 was enacted as a result of a vicious attack on 9 year old Ryan Armstrong, in Leyden Township; and

WHEREAS, House Bill 184 provides additional responsibilities upon neglectful or malicious dog owners and additional penalties on such dog owners for the vicious conduct towards humans and other animals.

NOW, THEREFORE, AND IT IS HEREBY ORDAINED, that the President and Members of the Cook County Board of Commissioners amends the Cook County Animal Control Ordinance to revoke Section 20-10 regarding vicious dogs and to approve and incorporate the provisions of a new Section 20-10 as follows:  “The Ryan Armstrong Law”, enacted into law as HB 184 as Sections 20-10 A. through 20-10 L.

  M.     Effective Date.

  This Act takes effect upon becoming law.
